Educational and Methodological Association (EMA)

Educational and Methodological Association (EMA) for the training of specialists in Architecture and Construction operates under the Republican Educational and Methodological Council of the Ministry of Education and Science of the Republic of Kazakhstan (MES RK). Currently, the EMA consists of 38 universities, and the training in the following specializations/educational programs is provided across these institutions: Architecture – 9 universities, Design – 30 universities, Construction – 23 universities, PSMIK (Safety, Management, and Infrastructure of Construction) – 12 universities, Engineering Systems and Networks – 4 universities, Transportation Construction – 6 universities, Geodesy and Cartography – 8 universities, Cadastre – 10 universities, Land Management – 11 universities, TDOiID (Transport and Infrastructure Development) – 2 universities. Since 2000, the EMA has been organizing the annual Republican Review and Competition for graduation projects in architecture, construction, and design programs, providing a platform for showcasing and evaluating student work, fostering innovation, and encouraging the exchange of ideas among students and educators in these fields.

1988 y.

The Educational and Methodological Association (EMA) for engineering and construction specialties was first established in 1988 by the State Committee of the USSR for Public Education (chaired by S.M. Baibolov and P.A. Atrushkevich). The association initially included 9 universities. This initiative aimed to standardize and improve the quality of education in engineering and construction fields across the Soviet Union.

From 1991 to 1993, AASI-KazGASA was part of the Association of Civil Engineering Universities established on the basis of MISI.

1996 y.

By Order of the Ministry of Education of the Republic of Kazakhstan No. 505 dated December 22, 1993 (No. 67 dated March 13, 1996), educational and methodological associations of higher educational institutions of the Republic of Kazakhstan were established and approved. The above-mentioned order of the Minister approved standard rules for the activities of educational and methodological associations (EMA) and their structure. KazGASA was designated as the base university for the EMA of higher educational institutions of the Republic of Kazakhstan in architecture and construction specialties (two EMAs already existed—one for engineering-construction specialties and another for architecture specialties). It comprised 14 universities.

In 2002, by order of the Ministry of Education and Science of the Republic of Kazakhstan No. 589 dated 31.07.2002, the rules for EMA activities were approved, and by order No. 653 dated 09.12.2002, the organizational structure of EMAs of higher educational institutions of the Republic of Kazakhstan was established. The Kazakh Leading Academy of Architecture and Civil Engineering (KazGASA) was designated as the base university for 16 areas and educational programs in construction and architecture.

In 2003, EMAs were abolished, and by Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 42 dated January 23, 2003, the Regulation on the RUMS of the Ministry of Education and Science of the Republic of Kazakhstan was approved, and the concept of “Educational and Methodological Section (EMS)” was introduced.

In connection with amendments and additions to the Law “On Education,” Order No. 42 dated January 23, 2003, was repealed (Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 1-05-4/2252 dated October 2, 2004).

In 2005, by Order No. 185 dated March 19, 2005, the following were approved:
• Regulations on RUMS (HEP);
• Composition of the Council, which included KazGASA Rector A.A. Kusainov;
• List of EMS (Educational and Methodological Sections) by groups of specialties of HEP.

By Order of the Minister of Education and Science of the Republic of Kazakhstan No. 353 dated June 16, 2008, “On Measures for Improving Educational and Methodological Work,” the Regulation on the activities of Educational and Methodological Associations at higher educational institutions was approved.

2009 y.

In 2009, by Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 367 dated July 31, 2009, a new list of EMS by groups of specialties of higher and postgraduate education was approved. KazGASA was designated as the base university for the specialty groups of Bachelor’s, Master’s, and Doctoral programs in “Art” (“Architecture,” “Design”) and “Technical Sciences and Technologies” (“Woodworking Technology and Wood Products,” “Construction,” “Production of Building Materials, Products, and Structures”).

By Order of the Minister of Education and Science of the Republic of Kazakhstan No. 353 dated June 16, 2008, “On measures for improving educational and methodological work in the system of higher and postgraduate education” (with amendments and additions as of 19.08.2014 and as of 15.01.2016), the following were approved:

  1. Regulation on the Republican Educational and Methodological Council for Higher and Postgraduate Education;

  2. Composition of the Republican Educational and Methodological Council for Higher and Postgraduate Education;

  3. List of Educational and Methodological Associations (EMAs) by groups of specialties/educational programs of higher and postgraduate education.

With the reissue of Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 353 dated June 16, 2008, the concept of “Educational and Methodological Association” was reinstated as of August 19, 2014.

Council of Customers and Expert Commission

The main objectives of the activities of the Council of Customers and the Expert Commission are:
  • participation in the development and analysis of planning and methodological documentation based on a combination of research results and fundamental knowledge with their application in production activities;

  • participation in the creation of flexible curricula and innovative educational programs that enhance effectiveness, achieve a high level of education at IEC, and train competitive specialists whose knowledge meets international standards;

  • participation in the educational process, including delivering lectures on modern methods and means of production technologies, and market relations in domestic and global practice.

  • providing recommendations on the content of educational, methodological, and scientific materials developed at IEC, aimed at improving the educational process and scientific activities;
  • forming a package of orders and searching for potential employers, providing comprehensive assistance in the employment of IEC graduates;
  • supervising coursework and diploma projects, as well as guiding master’s and doctoral students;
  • assisting in finding locations for all types of internships;
  • participating in organizing and conducting graduate fairs.

  • providing recommendations for improving the educational process;
  • submitting specific proposals for the development of curricula;
  • regular meetings with students of the respective educational programs;
  • participation in the development and analysis of planning and methodological documentation;
  • familiarizing students and faculty with advanced methods and technologies in design and construction, new building materials, and modern methodologies in economics and management (through lectures, consultations, presentations at scientific-practical and methodological conferences, etc.);
  • participation in the work of the state attestation commission followed by analysis of the results of diploma design and defense.

The Council of Customers and the Expert Commission are established to align the goals and objectives of IEC activities with the professional interests of society and contemporary needs in the fields of architecture, design, construction industry technologies, economics, management, journalism, organizations of radio electronics and telecommunications, tourism services, international relations, and translation studies.

The Council of Customers and the Expert Commission serve as a connecting link between IEC and governmental, public, economic, and commercial organizations where IEC graduates may be in demand as specialists with a high level of fundamental basic and specialized professional education.

The Council of Customers and the Expert Commission are advisory bodies under the Rector of IEC and carry out their activities in accordance with the IEC Charter and the norms of current legislation of the Republic of Kazakhstan.

The Council of Customers and the Expert Commission report to the Academic Council and the Rector of IEC.
