Educational and methodological unit (EMA) in the field of personnel training “architecture and construction” of the Republican Educational and Methodological Council of the Ministry of Education and Science of the Republic of Kazakhstan
To date, the UMO consists of 41 universities, training in the specialty / educational programs “Architecture” is conducted in 9 universities, in the specialty “Design” – in 30, in the specialty “Construction” – in 23, in the specialty “PSMIC” – in 12, in the specialty “Engineering systems and Networks” – in 4, in the specialty “Transport construction” – in 6, in the specialty “Geodesy and cartography” – in 8, in the specialty “Cadastre” – in 10, in the specialty “Land Management” – in 11 and in the specialty “TDOiID” – in 2.
Within the framework of the EMA, annual Republican reviews and competitions of graduation works in the specialties of architectural, construction and design profiles have been held since 2000.
For the first time, the UMO in civil engineering specialties was organized in 1988. The SSR State Committee for Public Education (chairmen Baibolov S.M. and Atrushkevich P.A.) included 9 universities.
1991-1993. AASI-KazGASA was a member of the Association of Construction Universities, organized on the basis of MISI.
By Order of the Ministry of Education of the Republic of Kazakhstan No. 505 dated December 22, 1993 (No. 67 dated 03/13/1996), educational and methodological associations of higher educational institutions of the Republic of Kazakhstan were organized and approved. The above-mentioned order of the Minister approved the standard rules of the UMO and their structure. KazGASA is defined as the basic university of higher education of higher educational institutions of the Republic of Kazakhstan in architectural and construction specialties (there were already two universities in civil engineering and architectural specialties). There were 14 universities.
In 2002, the Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 589 dated 07/31/02 approved the rules of the UMO and No. 653 dated December 9, 2002 – the organizational structure of the UMO of higher educational institutions of the Republic of Kazakhstan. The Kazakh head Architectural and Construction Academy has been designated as a basic university in 16 areas and specialties of construction and architecture.
In 2003, the MES were abolished and by Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 42 dated January 23, 2003, the Regulation on the MES of the Ministry of Education and Science of the Republic of Kazakhstan was approved and the concept of “Educational and Methodological Section (MES)” was introduced.
In connection with amendments and additions to the Law “On Education”, Order No. 42 of 23.01.2003 was canceled (Order of the Ministry of Education and Science of the Republic of Kazakhstan No.1-05-4/2252 of October 02, 2004).
In 2005, Order No. 185 of March 19, 2005 approved:
• Regulation on Rooms (ViPO);
• the composition of the Council, which included the rector of KAZGAS Kusainov A.A.;
• * list of UMS by ViPO specialty groups.
By Order of the Minister of Education and Science of the Republic of Kazakhstan dated June 16, 2008 No. 353 “On measures to improve educational and methodological work”, the Regulation on the activities of educational and methodological associations at higher educational institutions was approved.
In 2009, by Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 367 dated 07/31/09, a new list of UMS was approved for groups of specialties of higher and postgraduate education. According to the group of bachelor’s, master’s and doctoral degrees in “Art” (“Architecture”, “Design”) and “Technical Sciences and Technologies” (“TDOiID”, “Construction”, “PSMIC”), KazGASA has been identified as the basic university.
By Order of the Minister of Education and Science of the Republic of Kazakhstan dated June 16, 2008 No. 353 “On measures to improve educational and methodological work in the system of higher and postgraduate education (with amendments and additions as of 08/19/2014) and (with amendments and additions as of 01/15/2016)” approved:
1. Regulations on the Republican Educational and Methodological Council of Higher and Postgraduate Education;
2. The composition of the Republican Educational and Methodological Council of Higher and Postgraduate Education;
3. The list of UMS by groups of specialties / educational programs of higher and postgraduate education.
With the reissue of the Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 353 dated June 16, 2008, the concept of “Educational and methodological association” was returned from 08/19/2014.
– participation in the development and analysis of planning and methodological documentation based on a combination of research results and fundamental knowledge with their application in production activities;
– participation in the creation of flexible curricula, innovative training programs that contribute to improving efficiency and achieving a high level of education in the IOC, training competitive specialists with knowledge at the level of international requirements;
– participation in the educational process, including lectures on modern methods and means of production technologies, market relations in domestic and world practice.
The Council of Customers and the expert commission were created to bring the goals and objectives of the IEC’s activities closer to the professional interests of society and modern needs in the field of architecture, design, construction industry technology, economics, management, journalism, radio electronics and telecommunications organizations, in the field of tourism services, international relations, and translation.
The Council of Customers and the expert commission is the link between the IEC and state, public, business and commercial organizations, where graduates of the IOC can be in demand as specialists with a high level of fundamental basic and professional special education.
The Board of Customers and the expert commission is an advisory body under the Rector of the IEC and carries out its activities in accordance with the IEC Charter and the norms of the current legislation of the Republic of Kazakhstan.
The Board of Customers and the expert commission are accountable to the Academic Council and the Rector of the IEC.
The review competition of final qualifying works (hereinafter referred to as the competition) is held among university graduates who have completed their studies this year.
