History
1988
For the first time, EMA in engineering and construction specialties was organized in 1988 by the State Committee of the SSR for Public Education (chairmen Baibolov S.M. and Atrushkevich P.A.) - included 9 universities.
1991-1993
1991-1993 AASI-KazGASA was a member of the Association of Construction Universities, organized on the basis of MISI.
1996
Order of the Ministry of Education of the Republic of Kazakhstan No. 505 of December 22, 1993 (No. 67 of 13. 03.1996) educational and methodical associations of higher educational institutions of the Republic of Kazakhstan were organized and approved. The above order of the Minister approved the model rules of the EMA and their structure. KazGASA was determined by the basic university of the EMA of higher educational institutions of the Republic of Kazakhstan in architectural and construction specialties (there were already two EMA - in engineering, construction, and architectural specialties). It included 14 universities.
2002
In 2002, by the order of the Ministry of Education and Science of the Republic of Kazakhstan No. 589 of 31.07.02. the rules of activity of UMO and No. 653 of December 9, 2002 – the organizational structure of EMA of higher educational institutions of the Republic of Kazakhstan are approved. The Kazakh Leading Academy of Architecture and Civil Engineering is defined as a basic university in 16 areas and specialties of construction and architecture.
2003
In 2003,the EMA was abolished by the Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 42 of January 23, 2003. The Regulations on the Training and Methodological Council MES RK were approved and the concept of "Educational and Methodological Section (UMS)" was introduced.
2004
In connection with the amendments and additions to the Law "On Education", Order No. 42 of 23.01.2003 was canceled (Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 1-05-4/2252 of October 2, 2004).
2005
In 2005, Order No. 185 of March 19, 2005 approved: - Regulation on TMC (VPO); - the composition of the Council, which included the rector of KazGASA Kusainov A.A.; - list of UMS by groups of specialties ViPO.
2008
Order of the Minister of Education and Science of the Republic of Kazakhstan dated June 16, 2008 No. 353 "On measures to improve educational and methodological work" approved the Regulations on the activities of educational and methodological associations at higher educational institutions.
2009
In 2009, by the order of the Ministry of Education and Science of the Republic of Kazakhstan No. 367 of 31.07.09. a new list of UMS by groups of specialties of higher and postgraduate education was approved. In the group of specialties of bachelor's, master's and doctoral studies "Art" ("Architecture", "Design") and "Technical Sciences and Technologies" the basic university is determined by KazGASA.
2014

2014
With the republication of the Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 353 dated June 16, 2008, the Concept of "Educational-methodical association" returned from 19.08.2014
Council of customers and expert commission
The Council of Customers and the expert commission was created to bring the goals and objectives of the IEC’s activities closer to the professional interests of society and modern needs in the field of architecture, design, construction industry technology, economics, management, journalism, radio electronics, and telecommunications organizations, in the field of tourism services, international relations, translation.
The Council of Customers and the expert commission is a link between the IEC and state, public, economic and commercial organizations, where graduates of the IEC can be in demand as specialists with a high level of fundamental basic and professional special education.
The Council of Customers and the expert commission is an advisory body under the Rector of the IEC and carries out its activities in accordance with the IEC Charter and the norms of the current legislation of the Republic of Kazakhstan.
The Board of Customers and the expert commission are accountable to the Academic Council and the Rector of the IEC.
The main objectives of the activity of the Council of Customers and the expert commission are:
– participation in the development and analysis of planning and methodological documentation based on a combination of research results and fundamental knowledge with their application in production activities;
– participation in the creation of flexible curricula, innovative curricula that contribute to improving the efficiency and achieving a high level of education in the IOC, training competitive specialists with knowledge at the level of international requirements;
– participation in the educational process, including lectures on modern methods and means of production technologies, market relations in domestic and world practice.
Functions of the Customer Council:
-making recommendations on the content of the educational, methodological and scientific materials developed in the IEC, contributing to the improvement of the educational process and scientific activity;
-formation of a package of orders and search for potential employers, providing all possible assistance in the employment of IEC graduates;
-management of course and diploma design, undergraduates, doctoral students;
-assistance in finding venues for all types of practices;
-participation in the organization and holding of the alumni fair.
Functions of the Expert Commission:
-examination of curricula and programs;
-making recommendations for improving the educational process;
-making specific proposals for the development of curricula;
-regular meetings with students of relevant educational programs;
-participation in the development and analysis of planning and methodological documentation;
-familiarize students and staff with cutting-edge methods and technologies in the design and construction of new building materials with modern methodologies of Economics and management (lectures, tutorials, presentations at scientific and methodological conferences, etc.);
-participation in the work of the state certification Commission with further analysis of the results of the graduate design and protection.

REPUBLICAN REVIEW COMPETITION OF GRADUATION PAPERS

The review-competition of final qualifying works (hereinafter referred to as the competition) is held among university graduates who have completed their studies this year.

about the Republican review-competition of final qualifying works in the Republic of Kazakhstan in the field of personnel training “Architecture and construction”
General provisions
The review-competition of final qualifying works (hereinafter referred to as the competition) is held among university graduates who have completed their studies this year. The aim of the competition is to improve the quality of training of specialists, the development of creative abilities of students, as well as the improvement of educational and independent work in combination with general educational and scientific and methodological activities.
The competition has the status of a Republican and is held annually in the autumn semester on the basis of KazGASA. The official languages of the contest are Kazakh, Russian and English.
Working bodies of the competition
Organizing Committee
The chairman of the organizing committee is the rector of KazGASA, the deputy is the Executive Secretary of the EMA, the members are deans, academic and associate professors of the faculties of Architecture, Design, General Construction, Construction Technologies, Infrastructure, and Management.
In addition, the organizing committee may include representatives of public organizations and the Student Youth Committee. The organizing Committee develops measures for the competition of final qualifying works, determines the deadlines, develops the program, and forms the remaining working bodies of the competition.
Immediately before the contest and during its work, the organizing committee takes measures to ensure the accommodation and catering of the participants of the contest, to prepare the dispositional hall, to supply technical means and consumables, their maintenance and repair, to comply with the order of the competition, the safety of expositions, as well as to attract extra-budgetary funds to finance the events of the competition.
Registration Commission
The registration commission is created by the members of the organizing committee. Its functions include:
2.2.1 Registration of participants of the competition, reconciliation of documents with application data, issuance of documents for accommodation and meals of participants, as well as the program of the competition, marking of travel certificates with the provision, if necessary, of assistance in the visa regime.
2.2.2 Verification of compliance of the terms of the competition with these Regulations.
2.2.3 Affixing the grades received by each work and recording them in the protocol.
The decisions of the registration commission are recorded and included in the competition report.
The Jury
To evaluate the final works in creative specialties, a public reference group is created, which includes reputable specialists of creative unions and architectural design companies, leading practitioners.
The qualification works of graduates of engineering specialties are evaluated by a competition commission, which includes leading specialists and managers of enterprises and firms, the main employers providing jobs to graduates.
In addition, the public reference and competition commission includes representatives of participating universities and KazGASA.
The functions of the jury include:
– coordination of the work on the review-competition;
– verification and evaluation of participants’ works;
– preparation of the final document on the results of the review competition;
– solving other issues related to the review competition and summing up its results.
The decisions of the jury are recorded and signed by the members of the jury and the chairmen.
Appeal Commission
The Appeal Commission is headed by one of the most qualified and reputable specialists of KazGASA. The appeal commission also includes representatives of the public reference and competition commission and one of the representatives of the participating university (by decision of the organizing committee).
The functions of the appeals commission include:
– Consideration of appeals submitted by contestants.
– Making changes or saving estimates of re-reviewed works.
The Commission has the right to raise, leave unchanged or lower the assessment of the work for which an appeal has been filed.
The work of the commission is recorded and signed by the members of the appeal commission and its chairman.
The procedure for organizing and conducting the competition
Registration of applications and registration
The deadline for submitting an application (deadline) for participation in the review competition of diploma projects is two weeks before the review competition.
To ensure the sufficiency of participants in each of the nominations, consider that the competition for this nomination took place provided that at least two universities participated in the competition and the number of works was at least 5.
Participating universities send applications to KazGASA for participation in the competition, in which they indicate the full name of the student, the topic of the final work. The application also specifies the full name, academic degree, title, and position of the head of the final qualifying work, Full name, academic degree, title, and position of the teacher accompanying the work for the competition (Appendices 1 and 2).
In order to comply with the norms of the number of projects submitted for the competition (1 work from 15 graduates), universities provide a certified certificate of the number of students and the number of graduates of the last year in each specialty (educational program), and information on the duration of training (a copy of the approved RUPS).
The exposition part of the diploma projects of the specialties (educational program) “architecture” and “Design” is presented on a tablet 80 x 60 cm. (including an abstract in Russian and English), an explanatory note is submitted for engineering specialties (educational program).
The graphic part of the diploma projects of engineering specialties (educational program) are presented in A3 and A4 format, in addition, a CD with a recording of the graphic materials of the submitted works (in JPG or TIF formats) and a single list of these works in the Microsoft Word text editor in DOC format is presented.
The works designed in accordance with the approved requirements, in Russian / Kazakh and English languages are allowed to participate in the competition. The translation must be carried out on the basis of approved specialized terminology dictionaries.
If the registration commission finds a discrepancy between the application and the contestant’s documents, the latter are not allowed to participate in the competition.
Upon arrival in KazGASA, participants are registered with the registration commission, hand over travel certificates for marking, if necessary, solve visa issues, receive documents for accommodation, meals, and the program of the competition. After that, with the help of KazGASA employees, they place their exposition in the designated place.
Discussion of criteria assessments
After registration and placement at the meetings of the public reference and the competition commission, criteria assessments of final qualifying works are discussed.
Conducting the competition
The evaluation of the works is carried out on the second day of the competition by the decisions of the public reference and the competition commission, which evaluate the submitted works in points.
Diploma projects submitted for the competition remain placed in their exposition until the final results of the competition are summed up and its results are announced.
Decisions are recorded and entered into the minutes of the jury meeting.
If necessary, the chairmen of the public reference and the competition commission accept applications to the appeal commission.
*Diploma projects of universities-debtors for the payment of EMA membership fees are allowed to participate in the review competition only for familiarization as poster presentations.
The procedure for summing up the results of the competition
The prizes are distributed according to the nominations (Appendix 3), the number of prizes depends on the number of participants in each nomination: I place – 7%; II place – 14%; III place – 21%.
At the final meeting, the results of the competition are considered, reports and opinions on the organization of the competition are heard, recommendations for improving the organization of the competition are made.
The results of the competition are summed up by the chairman of the organizing committee. Students who have won prizes in the respective nominations are awarded the titles of laureates of the competition and awarded diplomas in a solemn atmosphere.
Material support of the competition
Financing of the preparation and holding of the review-competition of final qualifying works is carried out at the expense of KazGASA, trustees of educational institutions, membership fees of universities-members of the EMA, contributions of sponsors, as well as individuals.
The travel expenses of the authors of the competition papers and accompanying teachers are paid for by the participating universities.
The cost estimate for the competition is developed by the organizing committee and approved by the chairman of the organizing committee.

- Within the framework of the UMO, since 2000, annual Republican review competitions of graduation works in the specialties of architectural, construction and design profiles have been held.
- Since 2009, the International Festival of Architectural and Construction Schools of Eurasia has been held:
- I International Festival of Architecture and Construction Schools of Eurasia on the basis of Maltepe University (Turkey, Istanbul) in 2009;
- II International Festival – on the basis of the Kazakh Head Architectural and Construction Academy (Kazakhstan, Almaty), 2011;
- III International Festival – on the basis of Yildiz Technical University (Turkey, Istanbul), 2013;
- IV International Festival – on the basis of the Kyrgyz State University of Construction, Transport and Architecture named after N.Isanov (Kyrgyz Republic, Bishkek – oz. Issyk-Kul), 2014;
- V International Festival – with the support of the Romualdo del Bianko Foundation (Italy, Florence), 2015;
- VI International Festival – on the basis of the Middle East University (Near East University, Northern Cyprus, Lefkosha), 2016.;

- The X International Festival is held on the basis of the Kazakh Head Architectural and Construction Academy and the Novosibirsk State University of Architecture and Construction. The festival was timed to the 40th anniversary of the Kazakh Head Architectural and Construction Academy and the 60th anniversary of architectural education in Kazakhstan, 2021.
