The IEC trains specialists in higher and postgraduate education programs (bachelor’s, master’s, PhD studies) on the credit technology of education. Much attention is paid to the student-centered approach in teaching, based on the development of students’ abilities for self-expression and self-education through a free choice of academic disciplines and educational trajectories, while taking into account the system of organization of the educational process and the volume and quality of knowledge acquired.
The academic policy of the IEC defines a system of measures, rules, and procedures for planning and managing educational activities and effectively organizing the educational process aimed at implementing the State Program for the Development of Education and Science of the Republic of Kazakhstan.
The academic policy is based on the principles of respect for the student’s personality, the status of a teacher, academic freedoms, tolerance, mutual respect, and transparency of the educational process system.
The Academic Policy takes into account and promotes the principles of academic integrity. The policy regulates the commitment of the university and all stakeholders to the principles of academic integrity in the educational, scientific, methodological, and practical activities of a higher educational institution.

As well as his vision as a Eurasian center of education and science in the field of art, architecture, design, construction, as well as an innovative and creative university in the field of creating an optimal environment for the society.
The academic policy is based on the values of the IЕC:

2. Corporate spirit, cohesion, trust, openness, sociability, the struggle for image and reputation.
3. Priorities of national and universal values.
4. Formation of the human capital of Kazakhstan, a creative personality in the field of architecture and construction.
The academic policy is aimed at achieving the strategic goals of the IЕC:
1. Improving the competitiveness of graduates in the global labor market.
2. Development of research activities of the university with the active introduction of all modern scientific achievements in the educational process and production.
3. Human resource management and personnel policy.
4. The provision of highly qualified language training against the background of globalization of education.
The main task of Academic policy is to create the necessary conditions for students to receive a quality education in their chosen specialty, while all processes are directed to the formation, development and professional formation of a personality based on national and universal values, achievements of science and practice.
3. The Academic Policy has been developed in accordance with the following fundamental legal documents:

Defining the position in the external and internal competitive environment is important for the development of an Academic Policy.
1. The IEC has good prerequisites for entering the world educational space. Educational activities, scientific and creative work of teachers and students are highly appreciated by universities in Germany, Japan, South Korea, Russia, Bulgaria, Poland, Italy, Spain, the Czech Republic, Turkey, Lithuania, China, and other countries.
Teachers, staff, and students of the University take an active part in international research and educational programs, creative exhibitions, and competitions, in the activities of international organizations and centers.

The IEC is among the leading architectural and artistic international associations and foundations, among which are the Association of Construction Universities of the CIS (ASU, Moscow), the International Association of Organizations for Architectural Education (IAOAE, Moscow), the Romualdo Del Bianco Foundation (Florence, Italy), the Union of Architects and Engineers of the Turkic World (Turkey), the Association of American Colleges and Universities (USA), etc. In September 2010 the IEC signed the Great Charter of Universities (Magna Charta Universitatum).
According to the rating of the Ministry of Education and Science of the Republic of Kazakhstan, it occupies a leading position in the group of specialties of architectural, design, and construction profiles. According to the NCAOKA, the IEC belongs to the group of the 9 most prestigious multidisciplinary universities in Kazakhstan.
The high place of the IEC in the ratings of the challenge of Kazakhstan is due to a number of circumstances. The University is a leader in the country in implementing a regional multi-level system of training professionals in the field of creativity – architects and designers. Actively influences the content of architectural and art education in Kazakhstan through activities in relevant educational and methodological associations, the development of new state educational standards. For the first time in the country, it trains specialists in innovative programs at the intersection of architecture and economics, architecture and computer science. She was the first among technical universities to introduce a rating system for assessing the quality of students’ knowledge.
The IEC is the center of architectural and art education, science, and art in Kazakhstan. It has a favorable geopolitical position: it is located at the border of Europe and Asia, in Almaty as the focus of economic, cultural, and other relations between East and West.
Along with the competitive advantages of the university’s positioning in the external environment, there are a number of threats that need to be taken into account:
1) displacement of the university from the market of professional educational, design, and creative services by companies created by talented graduates of the university itself;
2) Crisis and instability in the economy, causing the necessity to change the development priorities
3) the globalization of education and increased competition of higher education institutions
4) Weakening of employers’ interest due to changes in the labor market.
2. The internal environment of the IEC is characterized by certain competitive advantages and opportunities, corporate values, features of the organization of management, and economic relations.
The internal environment of the university has the following main competitive advantages and opportunities:
– implementation of a wide range of basic and additional training programs for architects, designers, builders, technologists, economic managers, surveyors, journalists, international experts, linguists, lawyers, etc.;
– high level of training of bachelors, masters, and doctors, creatively active personalities; – highly qualified personnel: more than 60% of teachers have academic degrees and titles, are members of creative unions, production workers with long work experience;
– high creative potential of teachers engaged in real design and construction; – intensive development and development of new technologies, including the technology of strategic planning in architecture and urban planning;
– implementation of the concept of the unity of professional education and upbringing, where a network of creative clubs and studios, construction teams, sports sections is successfully developing.
The IEC management system is based on the unity of administrative management and self-government (decisions of faculty collectives, councils, conferences, and seminars). Collective decision-making enhances the effectiveness of their implementation.
The IEC Strategic Plan provides for the improvement of the university’s management system based on its implementation by a team of teachers, staff, and students.
Economic relations have seven main features:
1) Self-supporting services and opportunities for additional earnings are actively developing;
2) A significant amount of funds is allocated for salary subsidies, allowances for doctoral scholarships, and social protection of students;
3) The costs of students and teachers associated with participation in various competitions and exhibitions, as well as other events, compensate to a significant extent;
4) Financial support is provided for the activities of student self-government bodies and extracurricular work;
5) Funds are allocated in a significant amount for the repair and equipment of buildings and educational and laboratory complexes;
7) A fund has been created to stimulate the educational and methodological work of faculties and departments;
8) An extensive set of measures for the employment of students and graduates is being implemented.
At the same time, the internal environment is characterized by the following threats:
1) “aging” of the teaching staff of the university;
2) reduction of funds for the development of infrastructure and material and technical base in connection with the allocation of a significant part for the social protection of students and employees.

1. The internal system of quality assurance of education is formed taking into account the principles: consistency, comprehensiveness and adaptability.
The university’s activities include not only planning and management processes, but also evaluation, improvement and quality assurance processes. The elements of the overall system are interconnected, complement each other, and ensure transparency of processes. Not only the management participates in the development, systematization, implementation and improvement of measures for the activities of the university, but also the teaching staff, students and employees are involved.
The quality assurance system covers all levels and meets the requirements of all stakeholders (students, University management, employers, the state, society).
Internal system of quality assurance of education formed a clear, simple, easy to implement and quite easily adapts to new demands of stakeholders, including authorities governing the activities of educational organizations.
2. The IEC internal quality assurance system as a set of organizational structure, procedures, processes and resources implies the development of regulatory documents of the university necessary for the implementation of general quality management, which contain documented rules for the performance of work, forms and methods of quality management that ensure compliance of educational services provided with established requirements.
The IEC successfully operates a quality management system, which aims to improve the quality indicators of all types of university activities. Improving the management system, i.e. resource management systems (human, financial, technical, etc.) allows improving the quality of education and competitiveness of the university, achieving the academic and strategic goals.
The IEC’s entry into the global scientific and educational space is facilitated by the introduction and maintenance of a “Quality Management System for educational activities and training of specialists” based on international standards ISO 9000 series. In November 2005, an international certification audit was conducted, according to the results of which the QMS Certificate No. 40068 dated December 22, 2005 was issued by Moody International Certification (Great Britain).
3. The functionality of the governing documents on structural units, their powers and responsibilities to ensure management is determined by internal regulatory documentation (internal regulations, regulations, regulations, job descriptions, etc.).

Pursuant to the Order of the Minister of Education and Science of the Republic of Kazakhstan dated March 14, 2020 No. 108 “On strengthening measures to prevent the spread of COVID-19 coronavirus infection in educational institutions, organizations for orphans and children left without parental care for the period of the pandemic”, this section has been introduced into the Academic Policy.
The Regulations of the educational process and Practice contain a provision defining the procedure for organizing and implementing the educational process on distance educational technologies in accordance with the “Rules for organizing the educational process on distance educational technologies” approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated March 20, 2015 No. 137.
The implementation of distance learning technologies (hereinafter referred to as DOT) in the IOC is carried out using network technology – this is a technology that includes the provision of educational and methodological materials, forms of interactive interaction of students with a tutor and with each other, as well as the administration of the educational process based on the use of the Internet.
The IEC has an information and education portal – a system-organized, interconnected set of information resources and Internet services containing administrative and academic teaching and methodological information, enabling the organization of the educational process on Distance learning technologies (http://elearning.kau.kz and http://elearning.kazgasa.kz).
The educational portal operates on the Moodle information system (English Modular Object Oriented Dynamic Learning Environment) (hereinafter referred to as the Moodle IS) – a modular object-oriented dynamic learning environment. Moodle is a site Content Management System (CMS) focused on organizing interaction between tutors and students, as well as for organizing traditional distance courses. This free-of-charge software package, in terms of its functionality, ease of development and ease of use, satisfies most of the requirements imposed by users to e-learning systems. Such e-learning systems are often called Learning Management Systems (LMS) or Virtual Learning Environments (VLE).
IS Moodle is an instrumental environment for the development of individual online courses by each teacher according to their types of classes. Moodle IP courses are information resources posted by teachers, after which students, having the appropriate access rights, can enroll in the course and work with it: study informational materials, participate in seminars, discussions, take tests, etc. The system has a centralized database that reflects all the real events and processes of the university.
